Haveri: The deputy forest officer (DFO) of Haveri territorial division has requested the deputy commissioner to recover over Rs 1.1 crore flagged under audit objections, allegedly paid in excess to contractors under the Rootstock scheme.The move follows directions from the principal chief conservator of forests (development) after the Accountant General’s audit team detected irregularities in the Haveri forest division while examining accounts at the office of the additional principal chief conservator of forests (administration and coordination).According to the audit findings, excess payments were allegedly made for barbed-wire fencing works undertaken around Rootstock forest areas. Officials were directed to recover the amount from the contractors concerned and deposit it into the government account. Contractors have, however, opposed the recovery proceedings.The Rootstock project was introduced in Karnataka to protect naturally regenerated forest patches by fencing them and promoting their growth. TOI had earlier reported allegations of corruption in the Haveri territorial forest division linked to the project.Acting on PCCF directions, the DFO issued two notices to seven contractors involved in the works. As there was no response, he approached the deputy commissioner seeking recovery of the amount under Section 109 of the Karnataka Forest Act, 1963, and Rule 190(b) of the Karnataka Land Revenue Act, 1964, treating it as land revenue due.The audit report stated that Rootstock works executed during 2022-23 were improperly managed, resulting in alleged corruption and misappropriation of government funds. It recommended recovery of more than ₹1.1 crore allegedly siphoned off through subcontracting of works across the Haveri territorial forest division.
